Plain clothes officers were on patrol and observed a suspicious vehicle that was driving very slowly while stopping every once in a while for no apparent reason. The officers approached the vehicle, made contact with the driver and identified themselves as police officers. The driver explained that his driving behavior was due to the fact that he was looking for a friend’s house but upon questioning, the driver could not provide the address he was looking for. A computer check revealed that the driver was never issued a driver’s license. The driver was cited.
