The victim reported that he had been driving in a parking lot when the suspect approached him, made a comment and then scratched the paint on the victim’s vehicle. The victim exited his vehicle and the suspect approached him with a knife in his hand. However, the suspect immediately fled once he noticed that the victim was taking photos of him.
