A witness observed a suspect using a chair to vandalize a vehicle. Officers located the suspect and attempted to detain her. The suspect refused to obey lawful commands. The suspect was later detained. The witness refused to meet with the officer. Without further information, the suspect was only cited for resisting arrest.
