The officer observed a suspect who had been warned and cited regarding her numerous bags and shopping carts obstructing the sidewalk. Officers had responded to numerous calls for service generated by citizens complaining about the suspect’s behavior and for blocking the sidewalk throughout the week. The officer cited the suspect.
