When Reporting, note the following
1) Location (be exact, note structures or landmark
2) date and time of notice
3) approx. number of people–for resource deployment, shelter resource, navigation center demand
4) belongings–lots, few, number of tents–for resource deployment, flat-beds, debris containers, DPW etc.
5) evidence of dangerousness–aggressive behavior, arguments, physical altercations, domestic violence, etc. For worker safety and awareness.
6) evidence of severe mental illness as presented by the following behaviors: 1) individual who self-talks. 2) Individual who gesticulates. 3) extremely poor hygiene. To schedule clinical outreach.
