Officers were on patrol and observed suspicious activity; a person was using a flashlight to look into multiple cars and business windows and illegally crossing the street. Officers detained the suspect and were told that the suspect was searching the area to see if there were any cigarettes that were not completely smoked and lying on the ground. The suspect was cited for illegally crossing the street.
